Weekly freight wrap: Rural road deaths rise, NHVR drops new HVA tools, and level crossing campaign launches

The numbers, before the narrative.

Fatal heavy vehicle crashes on rural roads have jumped nationally, the NHVR released two digital tools to help operators transition to the HVA scheme, and a new level crossing safety campaign launched during Rail Safety Week. What changed and what to do.

What's happening with rural road safety?

Fatal heavy vehicle crashes on rural roads have risen nationally, and the National Heavy Vehicle Regulator (NHVR) issued a direct plea on 14 August 2026 for all road users to share safety responsibility. Nationally in FY26, there were 59 fatal heavy vehicle crashes on rural roads resulting in 63 deaths — up from 52 crashes and 59 fatalities in FY25.

The breakdown by state makes the picture clearer: Tasmania had the worst record with 100% of fatal heavy vehicle crashes occurring in rural areas (4 crashes, 4 deaths). Queensland followed at 43% (19 crashes, 21 deaths), South Australia at 40% (4 crashes, 4 deaths), and New South Wales at 36.5% (25 crashes, 27 deaths — up from 19 crashes and 22 fatalities in FY25). Victoria had a significantly lower rate at 17.5% (7 crashes, 7 deaths).

Most of these crashes happened in 100-110km/h speed zones. NHVR Chief Operations Officer Paul Salvati said rural roads present unique risks: they are narrower, often far from emergency assistance, and drivers share space with the largest heavy vehicles in the country. The NHVR ran more than 60 safety operations across rural areas in FY26 and works with state police on holistic road safety operations in the regions. The call comes during the Australian Road Safety Foundation's Rural Road Safety Month, which runs throughout August.

What new digital tools did the NHVR release for HVA transition?

On 11 August 2026, the NHVR launched two new digital tools to help operators transition from the National Heavy Vehicle Accreditation Scheme (NHVAS) to the new Heavy Vehicle Accreditation (HVA) scheme:

  • Risk Register Builder — Helps operators create a business-specific risk register using the NHVR's Master Code of Practice. It guides users through identifying hazards, selecting and customising controls, assessing risk, and generating a downloadable risk register.
  • NHVAS to HVA Gap Analysis Tool — Compares existing NHVAS modules against the new General Safety Accreditation (GSA) requirements. It shows what already aligns, where improvements are needed, and what additional evidence may support the transition. It also covers the Present, Suitable, Operating and Effective (PSOE) principles auditors will use.

What's the new level crossing safety campaign?

The NHVR, Australian Trucking Association (ATA), and Office of the National Rail Safety Regulator (ONRSR) launched a national "Don't Risk the Rails" campaign on 10 August 2026 — timed for Rail Safety Week (10-16 August).

The numbers behind the campaign are stark: between 2016 and 2025, an average of almost 950 near hits were recorded at level crossings every year. Over the same period, 35 people died and 149 were injured in train-vehicle collisions, while 16 deaths and 23 injuries involved pedestrians.

The campaign was developed after a tragic B-double and freight train collision at Bindarrah, South Australia, on New Year's Eve 2024, which killed both train drivers. The National Level Crossing Safety Committee identified public education as a key priority. The campaign will run online, via social media, billboard and audio placements until the end of July 2027.

NHVR CEO Nicole Rosie reminded drivers that heavy vehicles require more time and distance to stop, and that being caught queuing over a level crossing can have devastating consequences.

What did Road Freight NSW's CEO discuss on the CRT Podcast?

On 11 August 2026, Road Freight NSW CEO Simon O'Hara featured on the CRT Podcast, covering the pressures on small operators and the political realities of freight policy. Key topics included:

  • The decade-long battle over ports and containers
  • The future of toll reform
  • Productivity safeguards at Port Botany
  • The looming loss of generational knowledge and the urgent need to attract new talent into trucking
  • Support for Senator Glenn Sterle's crackdown on sham contracting

What else should operators watch?

Two more items worth noting:

  • QTA — Tommy Creek Bridge: Temporary permit restrictions remain in place on the Burke Developmental Road in north-west Queensland while rehabilitation works continue. Check TMR conditions before dispatch.
  • NatRoad conference: The annual NatRoad conference is coming up on 5-6 November at The Star, Gold Coast. Worth noting in calendars for HVNL transition guidance.

What to do this week

  • If you run rural lanes, brief your drivers on Rural Road Safety Month messaging: extra distance for stopping, wildlife awareness, and overtaking caution around heavy vehicles.
  • If you hold NHVAS accreditation, try the NHVR's new Gap Analysis Tool to see where your current systems align with the new HVA scheme.
  • Check your routes for level crossings and remind drivers: no deadline is worth risking a collision with a train.
  • If you cross the Burke Developmental Road near Tommy Creek Bridge, verify current TMR permit restrictions.
